T/L- September 2024.  V1 needed a new roof and decided to go with a unreputable company who did not complete the work as promised. Further investigation revealed that S1 and his company did not even pull permits to get the job started. V1 is now out 9K after paying S1 a deposit. The VSO Financial Crimes Unit is already working another similar case with S1 in which he (S1) has an active warrant for the same thing.
