PEDESTRIAN FATALITY

On Saturday March 30th, 2019 at approximately 8:20 PM, Orange City Police and Fire Rescue responded to the 1100 Block of Saxon Blvd regarding a vehicle crash (vehicle versus pedestrian). Initial investigation indicates the following:

At approximately 8:20 P.M. 23 year old, Dallas J Martin (DOB 04/21/1995) of Debary, FL was driving his 2005 Chevrolet pickup truck west bound on Saxon Boulevard in the inside travel lane. Traveling westbound behind Martin also in the inside lane was Chad A. Day of DeBary Florida (02/04/1993) operating his 2001 Jeep Wrangler. Pedestrian Jean P. Monjoie (DOB 12/26/1939) of Acworth, Georgia was attempting to cross Saxon Blvd from north to south. As Monjoie neared the center median, he was stuck by the front of Martin’s vehicle. Although he attempted to avoid the incident, Day’s vehicle also struck Monjoie after he was struck by Martin. Day immediately stopped to render aid, as did passing motorists. Several concerned motorists called 9-1-1 to report the crash. Day was not injured as a result of his secondary impact with Monjoie. Martin failed to stop after the impact and continued traveling westbound on Saxon Boulevard, fleeing the area. A bolo (be on the look-out) was broadcast to neighboring agencies regarding Martin fleeing from the crash to no avail. Monjoie was pronounced deceased at the scene.

At approximately 9:25 P.M. Martin arrived at the Volusia County Sheriff’s Office in the City of DeBary to report that he struck a pedestrian an hour earlier on Saxon Boulevard. Orange City officers responded to VCSO in DeBary to interview Martin. Martin confessed he was the driver that initially struck Monjoie. He stated he panicked and became scared after he knew he hit a pedestrian which was the reason for not stopping or notifying police. Martin was not injured as a result of the crash. Martin’s vehicle had damage to the front end consistent with the pedestrian impact. Martin was subsequently arrested for leaving the scene of a crash Involving death or personal injury. A blood sample was taken from Martin which will be sent to the crime lab for analysis and his vehicle was seized for further investigation. After processing at the Orange City Police Department, Martin was transported to the Volusia County Branch Jail with a $15,000 bond.

The crash remains open and the investigation is ongoing by Orange City traffic homicide investigators. If you have additional information concerning this incident, please contact Traffic Homicide Investigator Officer Brian Kibbe at 386-775-9999.
